You explain it

This is what I've heard: God does not judge; He forgives.
If He isn't judging, what is He forgiving? Or how is He forgiving? Without judging us, how is He determining that we need forgiveness?
Am I the only one who doesn't understand this?

judging by what you wrote... you feel forgiveness isn't necessary where judgement isn't carried out...since forgiveness is necessary as Christians, then... judgement must exist...
my advice is that if anyone judges you for these thoughts, forgive them... because you are probably judging their judging...which, of course,means that you need forgiveness...
